VPNs with servers in Türkiye

The law in Türkiye puts a VPN provider with servers in the country under obligations to the state — keeping records about its users, registering, or giving the authorities access. On record here: Law 5651 — traffic-data retention by access and hosting providers.

Some of the providers listed here say they removed their physical servers and serve the country from hardware elsewhere; each row carries the provider’s own answer.

Providers with exit locations in a country — a fact about a network, kept deliberately apart from where the company is registered. Only providers whose country list has a source appear: a provider that publishes nothing simply does not show up, which is a criterion already in the data rather than an editorial one.

An exit here is under a retention mandate. Law 5651 — traffic-data retention by access and hosting providers. From the contract's country table — the same field that marks a country on a record's own list.

Using a VPN is not itself an offence in Turkey, but access to some VPN services has been blocked, and an exit standing here stands under a retention law.

Law 5651 makes access providers retain traffic data and hosting providers keep records of what they serve, available to the authority on request. The 2020 amendments went further for large platforms: a local representative, and data about Turkish users held in Turkey.

What the law requires of a provider standing here

That is a retention obligation on the operator of the line, and it is the reason this country carries a mandate flag on every record page that lists it.

What is restricted

The regulator BTK orders blocks under Law 5651, and article 8/A allows a block first and judicial confirmation afterwards on national-security or public-order grounds.

The scale is not theoretical: Wikipedia was unreachable for nearly three years until the Constitutional Court found the block unconstitutional in 2019. News sites, individual URLs and social-media accounts are blocked routinely, and adult material is filtered at the access-provider level.

Whether posting can be prosecuted

Yes, and it is common. Prosecutions over posts are brought under the penal code, including article 299, insulting the president, which produces thousands of cases a year.

The account is the exposure, not the network. A VPN does not answer a prosecution that starts from what was published under a name.

Only a provider that publishes a country list appears here at all — 41 of the 77 on file. The other 27 are not missing research: they publish no list, and U02_server_countries is unknown for them rather than filled from the number their marketing claims.

A provider that says “100+ countries” and enumerates none gets no page on any of them, and the count printed on its own record is the length of the list, never the claim. With 41 providers behind 180 countries, the long tail of these pages carries one or two rows.
