Where the operating company is registered, from M06_jurisdiction_company. It is a fact about a company, not about a network: registered in Panama and having servers in Panama are different claims, and this page answers only the first of them.
Jurisdiction is one of eight channels in the security score rather than a verdict of its own. A page here groups providers; it does not rank countries.
No legal briefing is written for this country yet. The rest show the mandate if the contract records one and nothing where it does not, because “no mandate recorded” is not the same claim as “no mandate”.

Every record is placed — no provider answers unknown here, so nothing is held back from navigation. Exactly one provider is registered in sixteen of the 29 countries, and each of those still gets a page: a reader asking which VPNs are registered in Norway is owed the one that is, not a redirect. What keeps such a page from being thin is the rule above it and the count beside it, both of which say plainly how small the answer is.
