The band is not stored anywhere. It is read off the published security integer every time this page is built — ≥75 strong, 55–74 acceptable, 35–54 weak, 15–34 insufficient, under 15 not recommended — so a provider cannot carry a word that disagrees with its number.
Read the second figure before concluding anything. Neither number is folded into the other, and the order here follows security alone.

A record carrying usability.state: no_data (ten on file) has a usability figure that is a floor rather than a placement — but that is the other axis, it does not move the record between bands, and it gets a mark on the row instead of a route of its own.
